Five Fast Questions with Zelestra’s EPC Leader – Miguel De La Rosa
We spoke with Miguel De la Rosa Ordóñez , Head of EPC, to learn what the team is currently focused on and their goals for the future.
What sets Zelestra’s EPC services apart in the renewable energy sector?
Zelestra has executed three gigawatts of clean energy projects, both as an owner and operator of renewables, and for third-party clients. This gives the company a unique advantage: building with an owner-operator mindset, prioritizing EPC execution that drives the lowest Levelized Cost of Energy (LCOE) while providing strong long-term operational guarantees.
While Zelestra has traditionally worked with a group of trusted clients, the EPC offer is now expanding to a broader market in Spain, Portugal, Italy, Chile, and Peru. The team possesses full capabilities across the project value chain, covering engineering, procurement, construction, project development, permitting, and operations & maintenance. This ensures smooth execution, with all departments aligned to deliver projects on time, on budget, and at the highest quality.
How does your experience as a leading renewable energy company influence EPC execution?
We have been delivering successfully for two decades, and we have a clear vision: designing and building projects for the entire lifecycle, not just the two-year EPC warranty. This results in higher production performance, fewer unexpected outages, and stronger guarantees for clients. In short, Zelestra delivers a competitive, high-quality product with optimal long-term results.
What markets and technologies are you focused on?
The EPC division focuses on utility-scale solar PV and BESS projects in Southern Europe, Chile, and Peru. These regions have high decarbonization potential, and Zelestra has a strong track record. In Chile, Zelestra has been active since 2012, building some of the country's first solar parks. Today, the company delivers hybrid solutions combining solar and BESS, enhancing grid stability and reliability.
What are some of the highlights delivered recently?
In the last 12 months we have delivered some of our largest projects and we are active in all of our main markets. In Spain, we currently have 800 MW in construction, which includes over 150 MW in Belinchón, near Cuenca, and we just recently completed the 50 MW José Cabrera plant in Guadalajara as well.
Additional highlights include:
San Martín, Peru: 300 MWdc solar plant completed in under 18 months – the largest operational solar plant in the country.
Aurora, Chile: 220 MWdc solar + 1 GWh BESS, one of the region’s largest hybrid integrations, financed with USD 282 million in green funds, expected to be fully delivered.
What’s next for Zelestra’s EPC division?
In the medium term, Zelestra is focused on strengthening its presence across core markets and establishing itself as a go-to EPC partner, recognized for reliability, innovation, and excellence. We remain focused on delivering high-quality projects, on schedule, and at competitive cost, while building enduring partnerships that drive mutual growth. With over 1 GW currently under construction, Zelestra is well-positioned to power the next phase of long-term client success.

Zelestra has reached full commercial operation at the 50.4 MWdc José Cabrera solar plant in Guadalajara, Spain. Delivered entirely by Zelestra’s internal EPC division, the project was completed in 12 months, ahead of schedule.
Generates 83 GWh/year, enough to power 24,000 homes.
Supported 200+ local jobs during construction.
Enabled by a vPPA with Graphic Packaging, in a partnership that will deliver over 100 MWdc of new solar capacity in Spain this year.
Avoids 11,500 tons of CO₂ emissions annually.

Introducing Ignacio Palomino Biezma , who joined Zelestra three months ago as EPC Sales Director.
I joined Zelestra in mid-2025 to lead the EPC third-party commercial area, and from the very beginning, it has been an exciting and rewarding experience.

Something people might not know about me: I have a vegetable garden at home, and I take great pride in growing produce that tastes far better than anything from the supermarket.
